Dear associate,

 

It is very likely that on several occasions this past year you noticed the effort needed to ensure the delicate hydraulic equilibrium of the Eastern Veneto.

 

From the drought-ridden summer of 2022 to the exceptional high tides that reached the height of the embankment defenses during fall, from the threat of a new drought for 2023 to the danger of flooding from sudden meteoric events, it is now clear how the identity and usability of our territories passes through the important challenges embedded in the definition of "adaptation".

 

Our activities aim to optimize the management of hydraulic works and energy costs in a rapidly changing market, to treasure fresh water by storing it where possible in order to distribute it equally, to adapt defenses from sea level in case of exceptionally high tides, to reduce the risk of flooding by enhancing rainfall disposal systems, to ensure operability and immediacy in compliance with regulations and the environment, to keep pace to the territorial changes in cultivated crops, building of residential and industrial areas, and needs of tourism with such large numbers.

 

Trying to address these challenges minimizing collective costs, the Consortium has continued its ordinary management and maintenance activities, while completing new works with regional and national fundings to improve infrastructures (both for hydraulic defense and irrigation), and planning future interventions, in order to apply to the new territorial development programs, including those of the National Recovery and Resilience Plan (PNRR).

 

The national and regional regulations establishing the Reclamation Board, stipulate that the cost of the overall operation and maintenance activities is to be financed by the owners of properties, apportioned by homogeneous methods defined by the Classification Plan.

 

With this Notice of Payment, we therefore inform you of the amount for the year 2023 of the reclamation or irrigation contributions paid for the properties you own, determined in implementation of the Allocation Plan for the 2023 financial year, approved by the Consortium Assembly with Determination n. 14 of 22.11.2022, according to the criteria of the Classification Plan approved by the Veneto Region with DGR n. 1563 of 03.10.2017. The Plan divides management costs for the maintenance, operation, and supervision of hydraulic works among all properties that benefit from reclamation, whether they are for agricultural, infrastructural, or urban use, using uniform methods throughout the district. On the other hand, costs referred to irrigation activities are allocated only among those agricultural lands served by the irrigation network.

 

In the district, much of which is below sea level or at risk of flooding of the main watercourses, all of the land use activities, as agricultural, industrial, and residential, are made possible as a result of the creation of a completely "artificial" hydraulic equilibrium. Its structural component is the system of canals, embankments and water-supply systems built by the Reclamation Consortium since the beginning of the last century.

 

Therefore, the Land Reclamation Consortium takes care of the territory through the maintenance, operation, and modernization of the system of works given by 1,600 km of canals, 500 km of embankments, 56 hydraulic basins and 85 pumping stations serving a territory of 113,358 hectares, within which intense processes of territorial transformation continue to take place.

IMPORTANT

 

This Notice (facsimile of which we attach) constitutes a good-natured form of payment and is sent to all taxpayers registered in the roles of the Consortium at the beginning of the current 2023 financial year.

We invite you to check the header, the tax code, the address, and the update of the real estate load, as documented in the specific attached partitario. Any requests for rectification or updating may be made to the Board Offices; similarly, requests may be submitted to update the specific characteristics of the buildings for which the reduction of the contribution is envisaged: urban areas in situations of hydraulic invariance, agronomic penalty, subsistence of rural building requirements or areas affected by changes in the effectiveness of the irrigation system

 

The reclamation fee is a real burden on property, is annual and non-fractional. Changes in ownership that occurred in the current year will take effect from the next fiscal year 2024, however, the seller's right of recourse to the buyer for reclamation contributions paid after the sale remains in effect.

 

The Notice may be paid through the attached MAV bulletins, without charge to the taxpayer, at the branches of the Consortium Treasurer, Banca Monte Paschi di Siena or of the Credit Institutions, also through home-banking service. Alternatively, payment can be made at the Post Offices and Sisal or Lottomatica counters, in this case with a charge provided by the manager.

 

In case of non-payment, the mandatory procedures provided by R.D. April 14, 1910 no. 639 and subsequent modifications will be activated, with an increase of the expenses and fees required by law for compulsory collection.

 

To verify the regular payment of the contribution in previous years, a specific summary of any dues that have not yet been paid is given at the top of page 2 of this notice. Please check the report and, in case of confirmation, contact the Consortium Offices for the purpose of regularizing payments.

 

Please note that for the purposes of the tax return, the reclamation contributions may be included among the charges deductible from gross income, pursuant to art. 10, letter a) of Presidential Decree 917/1986 and Resolution no. 44/E of 4.7.2013. For this purpose, we invite you to keep the entire Notice and the receipt of payment.

 

Associates who wish to receive the Payment Notice in electronic format directly to their E-mail or PEC address  or who wish to activate the direct debit to the bank account (SDD) can request it by filling in the appropriate attached forms, also available on the Consortium's website - www.bonificavenetorientale.it - in the "Catasto" section or at the Offices of the Institution. 

 

Any appeal against this Notice of Payment, for material errors, can be proposed to the Consortium (art. 112 – R.D. 8 May 1904, n.368) within thirty days of the deadline (D.P.R. 24.11.1971, n.1199).
