Dear associate,

 

As a representative of the Administration of the Consortium elected in December 2024, I am writing to update you on the ongoing activities we are carrying out in continuity with the past, while also keeping pace with the continuous changes in the territory, context, and needs of Eastern Veneto.

 

As you may have noticed on several occasions, this is a hydraulically fragile area, which is also highly exposed to salinization during droughts. On the other hand, official data show that the Consortium’s territory boasts significant figures in terms of high-quality agriculture, industry, services, and, not least, tourist presence.

 

Thanks to the hydraulic infrastructure managed by the Consortium—comprising over 1,600 km of drainage and irrigation canals, 500 km of embankments, 56 water basins, and 85 pumping stations—all territorial uses, from agriculture to industry to residential areas, are made possible through the creation of a completely

“artificial” hydraulic balance. This balance is maintained over 115,000 hectares, more than 80,000 of which are below sea level or ordinary flood levels.

 

With the goal of improving both efficiency and environmental responsibility, our primary objective is the maintenance of the Consortium's infrastructure (watercourses and facilities), renewing our fleet of machinery and working in collaboration with local authorities and private entities. These efforts combine hydraulic

initiatives with the development of cycling paths or enhancement projects. At the same time, we gather the needs of a territory that demands more, and we propose new projects for public funding initiatives.

 

Thanks to national funding, we are strengthening the sea defenses along the Litoranea Veneta—a vital operation for an area below sea level—and improving irrigation services, reaching underserved areas and optimizing the use of freshwater, a precious resource in our region, which is particularly unique due to its proximity

to the coast.

 

We are making the most of technological advancements, which today allow us to carry out major works using methods unimaginable just a few years ago in our daily operations. One such example is microtunneling, which allows us to install a 2-meter diameter irrigation mainline about 7 meters underground without

excavating. This project has received high rankings in national evaluations and is a source of pride for our institution—and, indeed, for all Eastern Veneto—as a symbol of innovation and attention to the territory and its supply chain.

 

According to national and regional regulations establishing Land Reclamation Consortia, the costs of regular management and maintenance activities are borne by the property owners within the reclamation area, and these are distributed using consistent criteria defined by the Classification Plan. This includes the irrigation

function that serves over 60,000 hectares.

 

With the attached Payment Notice, we are informing you of the 2025 amount of Consortium contributions for the properties you own within the territory of this Consortium. This amount has been determined in accordance with the Allocation Plan for fiscal year 2025, approved by the Consortium Assembly with Resolution No.

17 dated November 29, 2024, and based on the criteria of the Classification Plan approved by the Veneto Region with Resolution No. 1563 dated October 3, 2017. The Plan evenly distributes the management costs for the maintenance, operation, and supervision of the hydraulic works across the entire district among all

properties that benefit from the reclamation—whether they are used for agriculture, infrastructure, or urban purposes. The costs related to irrigation activities are, however, divided solely among agricultural lands served by the irrigation network.

IMPORTANT

 

This Notice (facsimile of which we attach) constitutes a a non-contentious form of payment and is sent to all taxpayers registered in the Consortium’s records at the start of the current fiscal year 2025.

We kindly ask you to check the name, tax code, address, and the updated property information, as documented in the attached property summary. Any requests for corrections or updates may be submitted to the Consortium Offices. Similarly, applications may be submitted to update specific characteristics of the properties that are eligible for a contribution reduction, such as: urban areas with hydraulic invariance, agronomic penalties or insufficient clearance, compliance with rural building requirements, or areas affected by changes in the effectiveness of the irrigation system.

 

The land reclamation contribution is a real burden on the property and is directly chargeable to the asset. It is annual and indivisible. Changes in ownership occurring during the current year will take effect from the next fiscal year (2026); however, the seller retains the right to claim reimbursement from the buyer for any contributions paid after the sale.

 

This year, with the aim of providing a more efficient and modern service, payments will be made via PagoPA forms. Instructions for payment are described in the dedicated box on the front page.

 

In the event of non-payment, in accordance with the applicable laws, the compulsory procedures established by Royal Decree no. 639 of April 14, 1910 and subsequent amendments will be activated, with the addition of expenses and statutory collection fees.

 

To help verify proper payment of contributions from previous years, a summary of any outstanding amounts is shown at the top of page 2 of this Notice. Please review this summary and, if confirmed, contact the Consortium Offices to regularize any outstanding payments.

 

We also inform you that, for income tax purposes, land reclamation contributions may be included among the deductible expenses from gross income, pursuant to Article 10, letter a) of Presidential Decree no. 917/1986 and Resolution no. 44/E of July 4, 2013. For this purpose, we recommend keeping the entire Notice along with the payment receipt.

 

Taxpayers who wish to receive the Payment Notice by email or certified email (PEC), or who would like to activate direct debit from a bank account (SDD), may make such a request by visiting the Consortium’s website – www.bonificavenetorientale.it – under the “Online Services” section, also accessible via the QR code shown on the first page of this Notice.

 

Any appeal against this Payment Notice, due to material errors, may be submitted to the Consortium (Art. 112 – Royal Decree of May 8, 1904, no. 368) within thirty days from the due date (Presidential Decree of November 24, 1971, no. 1199).
