Dear Consortium Member,
the territory of Eastern Veneto represents a unique and complex reality, characterized by a delicate hydraulic balance that must be constantly ensured. A significant portion of this area lies below sea level and is exposed both to flood risk and - during periods of drought - to saltwater intrusion, with important consequences
for the environment, agriculture, and economic activities.
In this context, the Eastern Veneto Land Reclamation Consortium operates, ensuring the daily management and functioning of an articulated system of canals, embankments, and pumping stations, essential for hydraulic safety and the liveability of the entire area.
The Consortium’s activities develop on several levels. On the one hand, the improvement of maintenance of the assigned hydraulic network (water courses and consortium facilities) continues steadily, along with the renewal of the machinery fleet necessary to guarantee efficiency. On the other hand, modernization and
enhancement interventions on infrastructure are underway, also using innovative technologies.
The intensity of these actions is increasingly influenced by changes in land use and by the evident environmental impacts due to ongoing climate change processes, which are characterized by alternating increases in the frequency of extreme rainfall events and prolonged drought periods.
Particular attention is devoted to strengthening the defenses along the Litoranea Veneta and improving the irrigation system, with the aim of optimizing the use of water resources, which are becoming increasingly strategic.
At the same time, the Consortium is launching extraordinary interventions on older infrastructures, largely built in the first half of the twentieth century, to preserve their functionality and ensure their safety over time. Thanks also to national funding, new significant projects are planned for 2026, confirming the strategic
importance of hydraulic infrastructures for the territory.
All activities are carried out with respect for the environment and in collaboration with local authorities, with the aim of combining hydraulic safety, development, and enhancement for the benefit of the entire district: agricultural, urban, industrial, tourist, and infrastructural areas.
As required by national and regional regulations, the costs related to the management, maintenance, and operation of land reclamation works are borne by the property owners who benefit from the services provided by the Consortium, according to criteria established by the Classification Plan.
With the attached notice, you are informed of the amount of the consortium contribution due for the year 2026, as well as the amount related to concession fees granted in your favor.
The contribution represents an essential tool to ensure the continuity of the Consortium’s activities and to guarantee the protection and safety of the territory.

IMPORTANT
This Notice (facsimile of which we attach)
constitutes an amicable payment request and is sent to all taxpayers and concession holders registered in the Consortium’s rolls at the beginning of the current 2026 financial year.

You are invited to verify the heading, tax code, address, and the updated real estate holdings, as documented in the specific attached statement. Any requests for correction or updates may be submitted to the Consortium offices; similarly, applications may be submitted to update specific characteristics of properties for
which a reduction of the contribution is provided: urban areas under hydraulic invariance conditions, agronomic penalties or insufficient freeboard, qualification as rural buildings, or areas affected by changes in irrigation system effectiveness.
The land reclamation contribution is a real charge on the property, directly affecting the property itself; it is annual and cannot be divided. Ownership changes occurring during the current year will take effect from the next financial year (2027); however, the seller retains the right to recover from the buyer any contributions
paid after the sale.
Concession fees, on the other hand, are financial obligations which, pursuant to Articles 132 et seq. of Royal Decree 368/1904, Royal Decree 215/1933, and Veneto Regional Law no. 12/2009, are determined at the conclusion of the procedure for granting the concession agreement between the Consortium and the user.
This year, with the aim of providing a more efficient and modern service, payments will be made via PagoPA forms. Instructions for payment are described in the dedicated box on the front page.
In the event of non-payment, mandatory procedures provided for by Royal Decree no. 639 of April 14, 1910 (and subsequent amendments) will be activated, with additional legal costs and collection fees.
To verify the correct payment of previous contributions and concession fees, a summary table of any unpaid amounts is shown at the beginning of page 2 of this notice. Please check this statement and, if confirmed, contact the Consortium offices to regularize payments.
For income tax purposes, land reclamation contributions may be deductible from gross income, pursuant to Article 10(a) of Presidential Decree 917/1986 and Resolution no. 44/E of July 4, 2013. You are therefore advised to keep this entire notice and the payment receipt.
Taxpayers who wish to receive the Payment Notice via email or certified email (PEC), or who wish to activate direct debit on their bank account (SDD), may request it via the Consortium’s website (www.bonificavenetorientale.it), in the “Online Services” section, also accessible via the QR code on the first page of the notice.
Any appeal against this Payment Notice, for material errors, may be submitted to the Consortium (Art. 112 – Royal Decree no. 368 of May 8, 1904) within thirty days from the due date (Presidential Decree no. 1199 of November 24, 1971).
Pursuant to Law 241/90 and subsequent amendments, the person responsible for the tax procedure is the General Director, Dr. Eng. Sergio Grego.
